Human resource management

Skilled people are needed to coordinate the human, capital, and material resources required to accomplish the Cooperative Extension System’s goals. Those people who perform this function are called managers. As the field of management has emerged, the human relations aspects of management have grown in importance. Human resource management is the responsibility of all managers.

How centralized or decentralized the human resource management function defines the role line managers have in performing human resource management duties. A centralized human resource management function results in decisions being made by top managers and human resource management professionals.

Decentralized human resource management

A decentralized human resource management function results in decisions being made by all managers and human resource management professionals throughout the organization. The contrasting views of how the human resource management function is carried out represents extremes, not choices, along a continuum. How an organization organizes its human resource management function is related to its culture, leadership, and geographical dispersion of employees, internal and external environment, and size. Regardless of how an organization organizes its human resource management function, line managers have an explicit role in managing human resources.  

The competency gap, therefore, between formally educated and professionally trained human resource management professionals and home grown county chairs may not be that great. Given the low level of competencies obtained through external recruitment, many businesses are beginning to identify and train internal candidates for managerial positions.

The basis tenant that is being followed is as follows:

Successful employees are successful because they acquired competencies in one or more occupational fields and excelled at applying those competencies, therefore, there is no reason to believe such an employee could not obtain and apply necessary human resource management competencies.
