Those people who perform this function are called managers. As the field of management has emerged, the human relations aspects of management have grown in importance. Human resource management is the responsibility of all managers.
How centralized or decentralized the human resource management function defines the role line managers have in performing human resource management duties. A centralized human resource management function results in decisions being made by top managers and human resource management professionals.

The competency gap, therefore, between formally educated and professionally trained human resource management professionals and home grown county chairs may not be that great. Given the low level of competencies obtained through external recruitment, many businesses are beginning to identify and train internal candidates for managerial positions.
